Assuming you can date someone for two years without having any kind of intimacy with them and expect it to work out... sure! After all, if there were intimacy, you would be stretching the law quite to it's limit, and risking a great deal. So you would have to have a non-intimate relationship.
That's a big ask, though. Dangerous game to play, too - as you can see by the first answer, people's reaction to this kind of thing is almost never less than extreme.
I'd stay clear - for now. She'll still be around in two years, and that's a good amount of time to build a solid friendship.

She may seem "mature" but the fact of the matter is she is not. There are only so many things you can experience by age 16. Not to mention to sacrifice yourself and possibly put yourself at risk for jail time and being a sexual predator is not very appealing is it? Find someone else for now and if shes still around in 2 years then go ahead and talk to her.

Be honest with her: tell her how you feel, and tell her that you're willing to wait for her. That's for the best, because depending on what state you're in, you could go to jail for dating her. man, at the least in our contry (somewhere, middle of Europe), this is absouletly normal among us (18-19 yrs old) 2 date younger girls (and we are in the European Union, not the 3rd world)
It is said 4 girls that they think with 2 years beyond their age (e.g. : 16 yrs old means 18 yrs thinking )... sooo... don't let the bird outta your hand. Peace. (p.s. be careful though, keep the "snake" in its cage)
