I would start, as blu said, Get some data. This could be just a simple video tape with the timestamp turned on to show a pattern. Also, get with the community watch, or just get a petition. This shows that you are not the only person experiencing this problem. Once you have this in hand. Go to a city council meeting. Every person has a right to be heard. Present your case. They will usually do an investigation, and once that is complete, vote on a course of action. "uknowme" wrote that they wont do it. But they will you just need to be persistant. They post signs stating bumps ahead which exonerate the city from liability. Same goes for private roads.

generally, u wont find speed bumeps on a city street. u'll only find them in parking lots like when u are pulling into an apartment complex, because of the fact that hitting them at a high speed can cause damage to the underside of the car.
if u really want some action done, have the people that live on that street make it known to the police chief that there has been alot of speeding, and something needs done. u can also bring it up to city counsel as well. there's a saying: a squeaky wheel will get the grease. persistance will get something done.
dont take the law into ur own hands by laying spike strips or something like that down. u will be liable for any damage caused, especially if they lose control and slam into a parked car.

If it's a town road they won't do it. if it's a private road you can but then your liable for damage it may cause.

dont put speed bumps on your street you will ruin your and your neighbors car from constantly driving over them. simple an cheap option put a brick or two on your road, inform your neighbors to watch out. after hittin a few bricks speeders will avoid your street

a child can get hurt by a car going 2 mph, keep the kids out of the street. when cars hit human beings ,the car wins every time
