It makes no sense as it is stated. It would be better to say: The mobilization of equipment and personnel to the work site can be carried out in phases, as required.

Equipment is always singular, and "of the contractors" is just wrong. I know what you mean, but we never actually say it that way. You are referring to the workmen hired by the contractors. If you must have the word contractors in there, I would say, "...of equipment and the contractor's personnel to the work site...".

"According to/based on the needs" requires an object (i.e. according to the needs OF...each person, the individuals involved, etc.), but the phrase does not sound right in this sentence even if it were worded correctly.
