First of all you have to get rid of the dead skin you have. Soak your feet in hot soapy water for about 10 minutes and using a mildly rough pad, scrub them before you dry them off. Keep doing this until it doesn't come off anymore, but don't irritate it till it gets raw. Then towel dry and use a moisturizing cream for your feet. There are several out there. You might try putting on some socks after this before bed, make sure they are white, and clean. Do tthis as often as you find necessary.

Try pedicure once they will take out your dry skin & after that try using either a baby cream & when come out of the shower put some on feet (i know its yuck but heard it works) it will keep the skin moist & you wont have dry skin.
I am sure that other creams will help too

Miracle Feet Cream. Got one for present. It's not bad.
But if it's really bad, you need to see a doctor.
