Hi there...Common odours that are effective deterrents for cats are:

Citronella works best for cats as well as citrus scents such as orange or lemon (primarily towards cats), cayenne pepper, coffee grounds, pipe tobacco, lavender oil, lemon grass oil, citronella oil, peppermint oil, eucalyptus oil, and mustard oil.

"Havahart's Cat Repellent" uses capsaicin pepper and oil of mustard as its active ingredients. It repels by both taste and odor, has a lemon scent.

Every animal responds differently to each of these. Some will not be phased by them and others will be quite revolting.

For training purposes they are applied on items that are to encourage avoidance behaviours and not for use with a squirt bottle as they could harm the eyes or respiratory system. Test each substance and observe to see which works as a deterrent so that accidental injestion does not occur as some could then be fatal.

Coleus plants can be effective, but every cat responds differently so it is uncertain without experimenting.

Many people believe mothballs work, however they are considered toxic and should NOT be used. Here's more information on this:
http://www.cvm.uiuc.edu/ope/enotes/showarticle.cfm?id=89
MOTHBALLS are toxic to cats which contains the ingredient Naphthalene. Mothballs are approximately twice as toxic as paradichlorobenzene, and cats are especially sensitive to naphthalene. Signs of ingestion of naphthalene mothballs include emesis, weakness, lethargy, brown-colored mucous membranes and collapses. Paradichlorobenzene mothballs may cause GI upset, ataxia, disorientation, and depression. Elevations in liver serum biochemical values may occur within 72 hours of indigestion.

Orange peels, foil and moth balls

Cats hate the noise it makes and reflection from tin foil.
You can do some cool stuff with foil so it doesnt look nasty outside your property

Orange peels are a natural repelant for cats as they dislike the hodour

Other than that try cat nipp on your other neighbours house
cats love cat nipp and drives them crazy, spray it or grow the mint away from your property and you will find them around the mint plant all the time

But the first solutions are easier and lkess effort to do

BUT MORE IMPORTANTLY
I believe there is a law against having more than X amount of pets
which I believe is 12 as anything other than that counts as a santuary and is illegal for people to store that number of animals in a residential property.

I would look into that with animal control
your neighbour may have to sell or give to a good home some of them plus 13 is unhygenic

cats crapping all over the place and sharing any infections they catch specially if not vacinated. (Unhygenic for the cats more so than the owner)

Edited...
As for angels coment...
Cats are felines so im unsure on the lion crap from the zoo.
It may be more of a repelant to your neighbourS than his cats
I would go with animal control and the moth balls and the orange peels

I don't know if anything can keep them away. While I'm sure you don't want to be a "mean" neighbor, you do have the right to have your yard and home free from roaming cats. I suggest contact the local animal control officer, and getting a humane trap to trap a few of the animals; take the cats to a no-kill shelter. They won't tell your neighbor who requested the trap if a cat is trapped, and perhaps after either losing a few cats or having to pay fines to "bail them out," he/she will be a little more responsible about letting them roam free. If he doesn't bail them out, then it's possible they aren't actually his to begin with.

Cheese and rice! All those answers are ridiculous, no major offense intended. Just go to the store and get some cat and dog be gone. spray the outline of your property and where they've sprayed and your trash. You have 2 dogs so don't go to crazy.

This sounds crazy but is true. If you have a local zoo or animal park nearby approach them and ask for some lion facaes. It is strong smelling stuff but they will have plenty of it and place it on your garden. The smell will keep the cats away and it is a good fertiliser. If you have no plants or place to put the stuff. Vinegar may also help but you would have to cover the yard. It may help

How do you make eggs without breaking them. You may have to call the dog pound if you can not talk to your neighbor. Buy a trap, if nothing else, then when you catch one, release it a couple of miles from you, since you do not want to hurt them.
