Your bird is BORED! Go out and buy it some new toys (or even make them) bells and things to chew are great hits. Have enough to change them around for entertainment. If you are using a cup on the side of the cage move it to a different place to lessen this behavior. If you bird is use to coming out of the cage extend this time for more exercise.

Also if you yell at the bird becuase the noise is bugging you, stop now the bird doesn't understand your wanting it to stop and thinks this is great I get more attention if I do this and continue the action (sometimes with more noise)

I had a lot of those birds growing up. When they eat they pick the seed's out of their food and end up throwing the shell's back into their food bowl. it's kinda like when you eat sunflower seed's yet they spill them all over their plate. If you fill the food bowl up with bird seed, they'll shake the bowl around to get to the rest of the seeds below the shells that are on top. I tried to keep the bowl pretty shallow and replace it as often as possible so they wouldn't throw the seeds all over the place when they shook their bowl.

Seed shouldn't be the only thing in your budgies diet, try some fresh fruits and veggies and they love the mullet the seed vine that hangs from the cage, they also have pellets that look like cerial that are much healthier for them, seed it not their natural diet and causes fatty tumors. Your local petco or pet smart has the pellet food for them change it and they will live longer.

My budgie had the same problem, I went to the store and got him a mirrored toy and some "Gravel and Grit", for him plus talking to him will help. Try getting a songbird CD for him to listen to, it might help also.

My budgie does this sometimes too. As you already know, budgies are extremely playful(sometimes devilish) little creatures. I suspect that he is just playing. HOwever, sometimes your budgie may be telling you that it is hungry, so I would check if this is the reason

Perhaps you need to change the seeds/food in his food bowl? Change his water too while you are at it.

caged birds usually do that to get rid of empty seedshells so they can get to some good food, maybe you should try and blow them out everyday, that is what i used to do, but they will still try to get to the good ones, they can be picky

put some food in it !!!!!!!!!!!!!!

or just put some bird toys in with it it may be bored
