Acts 9:31 reads "Then had the churches rest throughout all Judaea and Galilee and Samaria, and were edified; and walking in the fear of the Lord, and in the comfort of the Holy Ghost, were multiplied". The word in the greek for "church" is ekklesia. The greek for "throughout all" is kata holos or literally katholos but it doesn't mean universal. It means "throughout all", namely throughout all Judea and Galilee and Samaria just as the verse says.

The Bible always interprets the Bible. The true Church is the Body of Christ on Earth made up of all those who believe the entire Bible as written. This does not mean it is the Roman Catholic Church, The Anglican Church, The Baptists, The Methodists, The Protestants etc etc. These are but religions within Christianity -except the Roman Catholic Church; regardless of their protests to the contrary, because the Roman Catholic Church clearly has teachings and beliefs which obviously contradict the Word of God. How can a so called Christian church have graven images when the 10 Commandments clearly condemns this? How can a so called Christian Church teach salvation through works when the Bible clearly teaches otherwise? How can the Catholic Church worship and pray through any other Mediator other than Jesus Christ when the Bible clearly teaches otherwise? How can a so called Christian church teach a doctrine like purgatory when the Bible teaches no such thing? How can a so called Christian church teach the infallibilty of any man when the Bible clearly teaches there was only one infallible Man -Jesus Christ. I could go on and on, but I think I've made my point. Suffice it to say that all who claim to be a Christian who believe and teach the entire Bible's clear teachings are part of the Body of Christ and thus part of the True Church.

The Roman Emperor Constantine established a state religion to try to keep the crumbling Roman Empire from collapsing.
It helped to some degree.
Religions born of political convenience tend to become politically powerful, controlling and manipulative, rather than depending on God for their source. This has been an issue in the Catholic Church over millenia.
God is not a respecter of organizations. (See Tower of Babel). However, He can use them as tools for His purpose.
It did however, serve God's purposes to the extent that the Bible was preserved.

my version just says "then the church throughout judea, galilee and samaria enjoyed a time of peace...." it doesnt say whether it was catholic or not...sorry
