You probably have a urachus that did not close hence urine is coming out of your navel. See your doctor.

Anyways, if you ripped your belly button you'd definately feel pain...since you were an infant that sucker closed itself off within the first 2 weeks of being born (unless you aren't human).
Though if you just tore skin...then let it be and it'll heal on it's own.

Did you just have it pierced? or surgery? if not and you are SURE there is liquid- go to the hospital ER- and please take a cab or have someone drive you--- it is NOT normal and it could be serious.
