oh my gosh. Are you kidding me? This is why people are afraid to discipline their own children. Did the child look healthy? The kid probably took his own socks and shoes off. Big deal. You were inside right? Or were you cashiering outside? Let people be. Unless you see someone actually abuse a child, leave them be. Would you like it if someone called social services on you for something they thought was child abuse? Would you like it if someone came and took your cute little girl away because she constantly kicks her shoes and socks off? I wouldn't think so. My son does it all the time and has since he was a baby, he's now three. If he is too hot, he will puke. Should I make him wear his socks and shoes to appease you? Please, just mind your own business unless it's obviously child abuse.
By the way...where I live, 33 degrees in January actually seems pretty warm.

No, you should not. It is none of your business. Did you even know this person or was it a total stranger? How would YOU react if a total stranger criticized you like that?
I know that there are times that we let our kids suffer "natural consequences" which means that, "if you don't want to wear your coat, that's fine. But I don't want to hear any complaints when you are cold" Then they learn what it's like to not have a coat when they need it. And they don't argue about it again. (Usually I do insist that they BRING the coat, but they don't have to wear it.)
Also, a child that age, it's quite likely the kid took his shoes/socks off in the store and mom had them tucked in her purse.
ETA:
What's with all these people wanting to call CPS?! The child isn't being abused for God's sake. Mind your own business.

I am a very outspkoen person but even if I wasnt I DEFINETLY would have said something. That really gets under my skin. Anybody in their right mind would know better than that and then they have the odasity (however spelled) to go out in pubkic like that. I would have made the comment like "excuse me but can you not afford a pair of socks or shoes for your child" I know deep down in side that would not only piss them off but it would make them feel like **** and maybe realize that they are very neglectful and just plain F***** up in the head.

Unfortunately, this is not against the law. I agree that it is rediculous, but parents are entitled to do this. My mother taught gradeschool for many years, and you would not believe how many parents sent their kids out in sandals and no coats in 10 degree weather. People are just stupid! I wouldn't have said anything to them personally, but I would have given a look to kill.

Maybe you should have said something but I myself have a 2 year old that thinks he can take his shoes and socks off everywhere including outside. Don't worry about it too much, and if you see them again mention it if it makes you uncomfortable!

Don't beat yourself up over it but next time try and get the license plate number and call Child Protective Services the next day. You don't want to put yourself in harm's way and it's not like the Mohter or Father or whoever had her with them was going to listen to you anyway. They need a good scare.

too late now, however, next time, try to get their liscence and remember their name. Hopefully they are not paying with cash... that's what we do at my work when something like that happens. I just say, oh the computer is prompting me for your liscence, can I just verify real quick? At least DCF can check on it, maybe bring the parents to their senses a bit.

but.... you would have been told to mind your own business and then should reply promptly.. Well, then the next time I won't mention it to you I will just call family services.. People are disgusting that do not think of their child's welfare first and foremost. grrrrrrrrrrr
