Have you ever spoken to her. Not yet. Get some courage and speak to her. Do not be blunt and start proposing. Take her out for some tea snacks/coffee and start light conversation. Come to the point slowly and if you feel that it is still not the right time to say so give a try some another day. But leave the conversation open ended. Do not give her a chance to say a straight no.

Well, it is just like in films, that is when she is going to fall down, you just grab her and look deep into her eyes then you say..."I love You", most of all you can get a slap but you can also be accepted, so Good Luck!!!
