Many people telling you the dog is scared and fearful. They are correct. What you need to find out is "why". At two points in a dogs development while growing up, there are "fear imprinting" stages. One is at week 8, and I can not recall the other one at the moment. Basically, anything that scares a puppy during the imprint stage, will become something they always have a fear of. So, even a person who is not abusing a dog, if during the imprint stage, they did something, even innocently or accidentally, it can become a problem. Like if you take your 8 week old puppy to the vet for the first time, doing so during week 8 can cause a life time problem concerning vet trips, or car rides. That is also one of the reasons you should not take a puppy way from his fur momma at eight weeks old. But this is only one possibility. If you told us how old the dog is, has your boyfriend had his since he was a puppy, has he been the only owner, where did the puppy come from, we could give you better answers. Also, it is only happening around you? Not that your doing anything wrong, but lets say earlier in his life, when ever company came over, the dog was banished to another room. Now the dog feels that when ever someone comes around, he is about to be banished. This is sad to see, especially in a German Shepherd. They are usually known for being brave and out going. Is is definitely not normal in this breed. But it is very nice of you to be concerned. You have a great day.

Normally, when a dog tucks its tail between its legs means it is frighten. Worried and frighten dogs have specific postures and behaviors; stands with its head lower than its back, tries not to have eye contact and may stay stationary or try to run away. Another sign of fear is its ears are pressed against its head and of couse as you have mentioned, it's tail is tucked between its legs. Its normally keeps its mouth closed or slightly open. It's whole body might shake and do not go near the person or thing it that has triggered its fear. Some dogs growl when they are frightened or feeling threatened. Females, in particular, may urinate or, in extreme cases, defecate. If the dog runs away, it looks back over their shoulder to be sure it is not being pursued.

My dog does this when there is a thunderstorm.
