Because we had our shot at paradise and ruined it, we wanted to live for ourselves and think for ourselves. Because of that, God let us have the responsibilities of self-righteousness and solitude. For those who decide to seek atonement and righteousness, he will re-establish earth to the way it was meant to be - perfect. No disasters, no animals living in conflict, no global warming.
You have 2 questions:
1. I don't know that we do believe He will create a new improved Earth. I know He can, but why would He? War will occur ont he Earth after Jesus comes. Infact, there will be more of it. The Holy Spirit that is here now will leave. You'll actually have a second chance to give your life to Christ. If you don't now, do you think you will then?
2. The issues on this Earth are based on free will and prophecy.

A great deal of Christians don't believe that the world will be a "new and improved" earth without any natural events, but that there will be a new and improved body and spirit for mankind.
If he created this earth, and he wants to see who really wants to graduate to the next level, and He is God "the Creator", then it's not beyond him to do so. I think it's ironic that people can only imagine a God according to their own understanding and ideals. If God made us, do you really believe that we would understand Him, when we can barely understand ourselves? We make computers, and they don't understand us. We have children, and many don't understand their parents (and often vise-versa).
One of the other problems is that people forget the premise of God, and that is that yes - there are the devastating climates and problems of the Earth - but, remember that religions talk about "beyond" this time and this current physical state. If this is true, then why would God need to fix anything? Why would he fix something that often brings people to look for Him when they would otherwise ignore him? Some call this "forcing", but it's not, because there is no specific promise that you will be saved from the tragedy if you make the deal for your "life", as if there is some bartering trade to be had.
The greatest tragedy for man (if there is a God), is man trying to create their idea of God, instead of God's idea of man. Besides, why would God want to make a perfect world for those that hate him?
So, what's the problem? If there is no God, then there is no complaint. If there is a God, then what's the point of complaining if you refuse him? Either way, you have to choose.

Study your science well. Nature destroys when a part of it is disturbed by some elements. Much of nature's destruction in this present generation was born from human greed. A wanton disregarded human activities to the environment have created a chaotic display of nature's wrath no longer exactly predictable.Oil underneath the earth greatly serves as cooling agent to the earth movements like the engine oil in any machine. It is there for us to harness its energy, not to gloat and hoard over it.
Floods, droughts are brought about by irresponsible growth development we call progress. Starvations are due from people who have more than they can eat each day and neglect to share it to the ones in need. Count how much wasted food are thrown in the garbages of the restaurants in Vegas, Disneyland and Atlantis each day and you will find that it is enough to feed half if not all of homeless in USA.
It is true He created the world and everything that has life in it but among all His creatures, Man is the only kind He gave the responsibility to subdue and take care of it. Christians and other religious believe that man can create a new world with the grace of God but still it is in the hands of man.

1) Satan is the real ruler of the world. Apart from what mentioned above(Gizelle), the account in Matthew 4:8 Again the Devil took him along to an unusually high mountain, and showed him all the kingdoms of the world and their glory, 9 and he said to him: “All these things I will give you if you fall down and do an act of worship to me.”
Satan will not be able to give Jesus those kingdoms if he doesnt own it.
2) Man's imperfection leads to dominance of the other that brings suffering.
Ecclesiastes 8:9 All this I have seen, and there was an applying of my heart to every work that has been done under the sun, [during] the time that man has dominated man to his injury.
Jeremiah 10:23 I well know, O Jehovah, that to earthling man his way does not belong. It does not belong to man who is walking even to direct his step.
3) Natural and unforeseen occurences. (Ecclesiastes 9:11) In a world without Jehovah as a protective Ruler, people may suffer because they happen to be in the wrong place at the wrong time

The bible says in Revelation 12: 7-12 On this account be glad, YOU heavens and YOU who reside in them! Woe for the earth and for the sea, because the Devil has come down to YOU, having great anger, knowing he has a short period of time.”
Satan has been 'misleading the entire inhabited earth' (Rev 12:9), he is misleading us to believe that the world is suffering because of God but he is the one behind it. Satan is also called the 'god of this world/system of things' (1 Corinthians 4:4), going back to the beginning, Satan raised an issue when he told Eve that they will not die when they eat the forbidden fruit and that they will know good and evil. In a way, Satan was calling God a liar and accused him that he is hiding somthing good from man. Satan challenged God's right to rule over man and suggested that they are better off without him...so God didnt kill him immediately and gave that rebel a chance to show all the other creations (angels) watching that time what he and man could do without God.
All the suffering that the world has is a result of that rulership. It is not God's and without him as a protective ruler, these things happen...in the paradise, just like Adam and Eve in the beginning, Satan will not be there and meek people will help in reestablishing peace throughout.

First: there are heavens, not heaven. This is supported throughout the Bible. The 1st heaven is where the birds fly, the 2nd is space and the 3rd is where God dwells. The heavens which Will be created new are the first two because sin has led to God's curse on both. The same applies to Earth. It must be created new because of sin and God's curse. Disease, death and disasters etc are a direct result of sin, God's curse and Satan. When God creates the new heaven and earth it will be without sin, God's curse and Satan and thus without all of the inevitable, accompanying disastrous results.

That is a huge misconception. God didn't create, nor is he responsible for starvation, droughts, floods and natural disasters. All of these things are attributed to mankind. Earth is a repository for humans to learn lessons prior to ascending back into the Kingdom of Heaven. Much like a "prison" where inmates learn their lessons and pay their debts to society, is the "prison" expected to be desirable? If it were, no one would seek anything better (God/Heaven).

Who believes this?, This is a perfect and living planet. It renews itself, builds mountains, cleans the air, refreshes the water, turns old mountains to fresh soil--- for our crops. As a Christian that has studied many religions and Christianity--I've never ran into this Next Planet belief. We are responsible-- cities built in "Tornado Alley", flood plains, earthquake zones, and deserts. You can't build a planet without these forces--the planet could not live". Did you make up this Belief ?, next is "Why do Christians believe that God can build a better Dodge viper ?". Did you talk to one ignorant person and come up with this?--or just Yourself?
