It really depends on which Metro station. If you're exiting at DuPont Circle, you just stand on the sidewalk and hail a cab; tons of cabs driving by at all times of the day and night. Same for Foggy Bottom, U Street-Cardozo, both Farragut stations, and many others. Others, especially in the suburbs, are hit-and-miss; you would have a tough time getting a cab at Twinbrook without calling one.

I have actually never seen a Taxi by a Metro Station, but if you find just make sure to use ones with D.C license plates, because they are not metered so the cabbie can charge an insane amount, if you have to use one make sure you settle on a fare before using one. Hope this Helps.

Yes. Most don't have official stands, but you can go up to the street level and flag down one that's driving by. It's relatively easy to catch a taxi in D.C., at least in the more touristy parts.
