If I understand your question correctly, you are asking why Christians use Bible verses to respond to questions when they may not answer the questions directly or indirectly.
I think for some Christians (especially those that come from traditions that are described as "Evangelical" and "Fundamentalist" in the U.S.), the Bible is viewed as the first source for information on everything, and so when a question is posed, these Christians may go to the Bible first. Because they are used to seeking guidance from passages that may not directly or explicitly address their questions, they may see a that a verse has something to say about a question that isn't apparent to the asker of the question.
I think, if you are interested in the dialogue, it might be helpful to ask the Christian in your scenario to explain what those verses say (have her read them), and what they mean to her. Getting into her process may help you understand better how she arrives at her conclusions, and also what those conclusions are. It may also help her articulate what has until that point been obvious only to her as an intuition.

The answer to spiritual or even secular matters is in the Bible. The verses quoted may be useful for someone who is reading the answer. Anyway, you are blessed to have asked the question or any question. When the Christian cannot answer question, it is all right for he should not claim as knowledgeable as God the creator. You see the Bible comes in a easy volume which supposedly can provide all your need for good living but its importance is to show you the way to heaven for what question is more important than to know where your soul will go upon your death. How you wish you could live forever. Since you cannot, why should we bother about question which does not promise you hope for eternal life. If you are an atheist you already know your position, otherwise, you have every right to ask question about life. Only God believers would want to know why such and such happens. Correct.

Scripture out of context is pretext. They're just trying to give the context of the main verse or verses that apply to the question.
