Short answer, take away or create barriers to enjoyable activities.
i.e. limit internet and tv/cable in your home (this goes for everyone!!!)
How is your 18 year old supporting themself? are you the primary source of income, if so, withdraw that.
Talk to your child. Why are they not getting a job? Are there barriers you can help your child overcome? Can you work together to problem sovle
- a shy child may have difficulty applying/interviewing... try practice interviews.
- what is the job market like in your area? some people will become overwhelmed after applying for several jobs and feeling rejected because of few openings, or too many qualified applicants. If there is not a good job market in your area, can you look for alternatives.
What is important to your child? Why is it important to you that your child is employed? Are they in school? What type of structure do you have in your household???
Keep in mind that changes don't happen overnight. Try for small steps that keep both your and your chlds goals in mind.

Explaine to her the value of work. Make her feel that she is skillful and talented that by being responsible she will be fulfilled as an individual. Having a job would give her a lot of opportunities, meet new people and learn new things. Try to expose her to the industry world, let her attend seminars. Through this she will be looking forward to the things she will get from working and finding a job. She will earn and explore new things with her new job.

STOP giving her any money, don't buy her any clothes, NO car Keys, no going places, take away the video games/TV/Computer, etc ... and
START charging her RENT (Room and Board) with a DEFINITE Date that you set for her to MOVE OUT on her own ...
GIVE her the choice ... Either you are doing well in school (and applying yourself to your studies) .. YOU have to DAILY go apply for a JOB (Somewhere, anywhere) ... YOU have to HAVE a job by _____ (Date) ...
OTHERWISE ... on _____ (Date) everything stops .. you are LEGALLY an Adult .. and now ... you can't continue expecting me to do EVERYTHING for you and have you sitting around here on your backside. YOU will be needing to make your plans now, because the LOCKS will be CHANGED, you will NOT have the KEYS, and you will NOT be allowed to come, go, or stay here as you please.

If she isnt going to go to school, I would make her pay rent, gas, clothes..... She needs to know what it is to work for a living. My parents did the same to me. After I left college early I moved out, got a job of my own. Now 3 years later, I own my own home, with a family and vehicles.... Everything that I need to survive. It means a lot to me knowing that I did it on my own...

Start charging her room and board, stop buying her clothing and extras, she will soon find out that without a job she is not going to have much.

Don't give her any money. Everytime she ask for something say..."get a job". Thats what my parents did and it worked.

GIVE HIM/HER TWO OPTIONS IN WHICH HE/SHE HAS 30 DAYS TO DUE ONE OR OTHER
1) PAY RENT PART OF UTILITIES, BUY OWN CLOTHING, GAS, FOOD, HYGIENE ITEMS
2) MOVE OUT
IT WORKED FOR MY MOTHER ON ME!!!!! I WENT TO JOB CORPS IN ANOTHER STATE
