In the pot for a rice cooker or a pot for the stove,
you take the amount of rice you want,
rinse the rice with your hands, pour the water out.
Repeat the rinsing process until the rice water is
somewhat clear. Initially it will become very cloudy.
Add the final amount of water before cooking.
1:2 (rice to water)

Rice Cooker = just click the on button.
Stove Top cooking (no rice cooker available) = bring the water to a boil til the water just begins to evaporate, then turn down the flame to simmer. Takes about 15-20min to complete this way. (just keep an eye on the evap part...otherwise you'll burn the rice)

Stove top cooking produces a nice crunchy bottom rice at the bottom of the pot. Yummy with some salt sprinkled on it.

Rinse:

Place the rice in a bowl with curving sides. Cover with water, agitate the rice with your hand, and then pour the water out. Repeat this until the water is clear. Useing a colander may make it easier to drain the rice, but I find it harder to tell when the rice is actualy clean,

Cooking:

Long grain rice: Put the washed and drained rice and water (2 cups of water for every 1 cup of rice) in a sauce pan and cover with a tight fitting lid. Place over low-medium heat and cook until all the water is absorbed.

Medium and Short grain rice: After you rinsed and drained the rice, set it to the side untill it obsorbes the the extra water (it will look dry again and whiter). This will take about 15-20 minuets. Place the rice and water (1 1/4 cups of water for every 1 cup of rice) into a sauce pan. Place over a high heat. When the water starts to boil, reduce the heat to low-medium, place a tight fitting lid on the pan, and cook until the water is gone.

In either case, if water becomes absorbed but the rice is still too dry, just add a little water and keep cooking.

It depends on where you buy the rice. Some may already be prepared. But you really do need to be sure there are no little stones or little parts of grain residue from the covering of the grain- there is a special tactic or skill to actually remove a lot of 'residue & dust' that may come with it- I would show you if I could. Anyway - the important thing it is to remove the little stones. Afterwards, take as much rice as you need, wash about two times, then leave to soak in water for sveral minutes till it is time to cook. This will whiten the grains.

In regard to the second part of your question: This could have several answers as it would depend on how you want your rice. Plain white, as a rissotto, mixed with meat and veggies, used as a stuffing, in casseroles etc. there are so many ways.

There are probably many ways to clean rice as there are to make it. Here is how I clean and make rice. To clean rice you need to pour the rice into a strainer then under cold running water rinse the rice until the water runs clear, you now have cleaned your rice. To cook rice, in a pot put enough oil to cover the bottom of the pot then heat the oil, when the oil is hot add the clean rice. Then add enough water to the pot to cover the rice. You need to put in enough water so that when you put your finger into the pot, touching the top of the rice it will reach the first knuckle of your finger. Bring the water to a boil and add enough salt to taste. Let water boil out of the rice, when the water is all gone lower heat to simmer and cover the pot let cook until the rice is soft. This is how I have made rice most of my life and it has never failed me yet. I hope I have been some help to you.

1. Place rice in a colander and rinse with cold water, swirling the rice with your hands. Do this two or three times or until water runs clear. Drain.

2. Place rice in a saucepan with a tight-fitting lid and add water. If using Japanese short grain rice, allow rice to soak for 15-20 minutes before cooking. Bring to a boil, uncovered, over medium-high heat. Allow rice to boil until almost dry (the surface will appear to have holes, like swiss cheese).

3. Cover and immediately remove saucepan from burner. Let the covered pot stand for 20-25 minutes. Do not remove the lid during this time!

4. Fluff the rice with a fork and serve.

I live in a country where the food staple is rice. You have to have a rice cooker to cook rice. If you do you would see a small bowl inside with some measurements on it. Put some water in, depending on how much rice you have. Then you put in the rice and mix it with water until it seems tender. After that, pour out the water and now you're ready to cook the rice in the rice cooker.

First I measure it into a large strainer and wash cold water through it. Rinsing it in 'several changes of water' is a waste of time.
Some rice is 1 cup rice to 1 1/2 or 2 cups water - follow the directions on the box. Always add a little salt. Bring to a boil. Always cover. Cook for the recommended amount of time without taking the lid off!
I like to add some spices before cooking like 1 tbs onion powder, 1tsp ground cumen and 1/2 tsp dried thyme. Some people add a little buttah!
Good luck!
