If it was EDITING NEEDS, then if you have microsoft office 2003(the full version) it should come with Microsoft Office Picture Manager.
Of course, nowadays, almost everybody uses microsoft word and stuff so u most likely would have it.
Just go to start, all programs, Microsoft Office 2003, Microsoft Office tools and at the bottom of the list should be the Microsoft Office Picture Manager.
It might not be as good as MS Paint or Photoshop, but at least it's free with Microsoft Office 2003.

You need to try "The GIMP". It is a totally free photo editing software . Go to http://www.gimp.org/ and you can read all about it and download a copy for your operating system. If you are using Windows XP which I'm fairly certain you are, go to http://www.gimp.org/windows/
The GIMP is a very powerful and free photo editing program that should do just about anything you have in mind.

I said "Gimp" too but decided to edit my response since someone beat me to it.
Also check out DMOZ, a directory for things open-source.

also try Picasa for ease of use and a few features that not even Photoshop has

hmm I have tried the gimp but it is to hard to understand it is free,, but i got one called photofilter it is realy good for editing stuff like pics, just go to photofilter.com or try looking for it at freewarefiles.com that is where I got mine, but if you find a better one give me a holla, ok I am looking for a good one also
