put a leash on him and make him follow you out the door. when he displayes scared behavior tell him no and distract him. walk him at least twice daily and enroll him in a training class. this will help build his confidence and your bond together. it will also help teach him you are the leader. cats are pretty skittish so if you see the cat coming around shoo it off with a loud noise or something. if the cat is really bothering you talk to you neighbors. cats are required by most cities to be on a leash or in their yards the same as dogs. if they are not responsive you may have to call animal control and have them come explain the law to your neighbors. good luck.
