The metro is GREAT! I have used it for years, except for Georgetown, which has poor coverage. There is little parking in DC and it is expensive and inconvenient...if you had a car, you would abandon it to ride the underground train.

For certain, take the metro - I've lived in DC for over ten years and have not needed a car. The main metro website is http://www.wmata.com/
Also - consider taking Metro bus - as an easy way to get to the museums while also taking in some of DC scenery (metro bus drivers are a great help/ they'll help you find your destination).. The best bus routes tor great views are 32, 34, 35. You could also take "the circulator" - which circulates among DC's great attractions, http://dccirculator.com/

Depends on where you are trying to go and what hours you want to get there. For Smithsonian, downtown and surrounding areas, renting a car is a real pain and parking it is atrocious. If you'll be in the suburbs much, then yes to a car, but I would park it at a metro and ride into the city for any excursions.
If it helps, I lived in DC for 8 years with no car and did great.

Ride the Metro. It is fast, cheap, and clean. Parking is very hard to come by in DC. It is also very expensive. The Metro is very easy to use.

Definitely the Metro. Washington D.C. traffic stinks, even for taking a cab.

Not going to happen. They require 25 and above but will rent for an extra charge down to a 21 yr old but not below that. Just telling it the way it is.

definitely ride the metro, especially if you're going to go to tourist areas because parking space is nonexistent.
