More than likely, that was just a story made up to explain how the future "king" could have been from Nazareth.

Joseph and Mary went to Bethlehem just before Jesus was born to attend the Feast of Tabernacles, a commanded feast of the Bible. Because the local government knew that most people would be attending this feast they held the census for tax purposes at the time. Jesus was not born Dec. 25, that is pagan. Jesus was most likely born around the time of the Feast of Tabernacles.

Luke 2:1-4 In those days Caesar Augustus issued a decree that a census should be taken of the entire Roman world. (This was the first census that took place while Quirinius was governor of Syria.) And everyone went to their own town to register. So Joseph also went up from the town of Nazareth in Galilee to Judea, to Bethlehem the town of David, because he belonged to the house and line of David.

Because of the census that was being taken by the Romans for tax purposes, all Jews were to return to their hometowns. Bethlehem was the hometown of Joseph who was the descendant of David , the King.
They were not Roman citizens but were still under their rule and subject to taxation or tribute.

Christ literally means "The annointed one" so no. Mary was impregnated by God, and the news was brought to Mary by the angel Gabriel and she was told by Gabriel that her baby was the SON of God (not God himself) and that she should should call the child Jesus Christ because he was the son of God. She first heard this news when she was staying with another family member ( I can't remember who) and was not with her husband Joseph, by the time she came home to Joseph she as a few months on...obviously this didn't look good, back in those days a woman could be stoned to death for adultery. While Joseph was praying at the tempel one day the angel Gabriel came to Joseph and told him that his wife Mary was not an adulterer and that she was pregnant with the son of God, Joseph claimed this to be crazy and untrue ( not suprisingly lol ) and for his unfaithfulness him was made mute untill he would accept the truth. He did and Jesus was born and Joseph was given his voice back. The story continues but that is another question haha. Anyway, Mary and Joseph did not have the last name "Christ"

Census.
The Romans were big on number keeping and recording history for better accounts of their land masses. It was customary to travel to a capital city to register their name on the Roman documents for a possible payment and was mandatory for anyone wishing to be recorded for any reasons.
Much like in today's world the governments have capital cities or County seat cities that do the exact same thing.
Guess the Romans really did have a good thing going since we still use much of their recordkeeping styles.

They had a census every ten years then. It was partly a
census of to keep a tally of how many men they could call
on to be soldiers if there were a battle. It was custom for the
man to register in his hometown because they felt that was
where his loyalty would be.

It is recorded in Roman History that at the time of Ceasar Augustus they had to go to the town of their birth to pay taxes. Ceasar Augustus ruled from 27BC to 14 AD and began the Pax Romana. The year of Jesus' birth is estimated because of the time of the tax defined in Luke.
