Haha man oh man... bringing me back...
Like two years ago I was taking this college class - Interpersonal Communications and there was a guy in there that would always look at me. I was kind of a "know-it-all" student, so I talked a lot... but when I wasn't talking I always felt like he was staring at me. Like 9 times out of 10 he was. I would catch him ever so often. :P We hooked up and he ended up to be a real loser... but that's besides the point.
If he's giving you the eye he probably has a little something for you. You should try talking to him. That's what I did with the guy who was looking at me. I would talk to him on breaks and after class and eventually he walked me to my car from class... All you gotta do is take the initiative. Ask him about an assignment or complain about a classmate or the instructor and I'm sure you'll get him talking and eventually it may develop into something else! ;)

He has the right to stare. You also have the right to ignore him. A noticeable annoyance from you will only encourage him to continue. Now if you feel threaten by his continuously staring in school and out of school, bring this to attention of your Assistant Principal.
It maybe he just loves looking at a very VOLUPTUOUS lady! Take the latter as a compliment. Who knows he may be your husband some day. You just make sure he has a good paying job and an excellent education.

Wow. I had pretty much the same problem. It was pretty creepy. He is in two of my classes. Turns out he had a really big crush on me. He eventually moved closer in both classes and started talking to me. Then after a while he asked if i liked him, and it was harsh to say, but I set him straight. So from what I know chances are this guy is interested in you. If he isn't, then well he just might be daydreaming a lot and you just happen to be in his direction. :P. But thats probably not the case. lol.
If he does approach you, do not give him hope he has a chance... unless of course you are interested. My mistake was I'm a natural flirt. So somehow he got the idea i liked him. Oops. :)

If he's really interested in you, he'll approach you... or, if you're interested in him, you could approach him.
Otherwise, ignore him completely. It's like staring at a broken T.V. set. If it's not entertaining, eventually the watcher will get bored and look for new entertainment.

If he stares at you, then he probably likes you. You can't just tell him to stop liking you. If it's really annoying, try telling him to stop staring at you because you can see him doing it and it's really annoying.

You didn't say if you like him back or not.
If you do...
Kind of glance back and smile once in a while- mouth the word "hi".
If you don't make big nasty bug eye face at him and he won't do it again.

depends on whether you like him or not! if you like him, let him be the one to make the first move. if he's the shy type, you can initiate but in a subtle, decent manner.
