If you are behind a router/firewall, open your ports.

If you are downloading from a torrent with few seeds/peers; it can't be helped.

You could also try to increase your upload rate after the above has been done. The more you upload, the higher your downloads may become.

If you are using dialup, get cable.
If you can't afford it, keep your memory clear.
Set wallpaper and screensaver to blank, close all other open programs.

Regularly run Disk Cleanup, Scandisk, and defrag.
