My dad was born in Japan where can I get a new birth certificate for him?

I live in missouri, he needs it to get a new license and I can't seem to figure out what I need to do. Any help or pointers would be great thanks.

Births deaths and marriages office. I was born in England and live in Australia and they arranged it to be sent over from England.
