Let me see if I have your question correct. Let's say one person is holding 3_5, and the other person is holding 3_Q.. And the board contains the case two 3's, you're asking if the 3_Q will win the hand because the QUEEN is higher in rank than the FIVE... (Ok that's what I think your question is).. The answer is no (or not necessarily)..
The 3_5 will need a FIVE on the board to get a full house. The 3_Q will need a QUEEN on the board to get a full house. They could both get a full house if another pair comes, such as running EIGHTS. Ok now for the 3_5 to win the hand he's going to need a full house, and the 3_Q will either need to not have a full house, or have a lesser full house. I will give you one example for each. For example let's say the board is 3_3_5_7_8... The 3_5 will win the hand because he has a full house (3_3_3_5_5), but the person holding the 3_Q only has three of a kind (3_3_3_Q_8).. The 3_5 would also win if the board was 3_3_5_5_Q.. In this case they both have a full house, the 3_Q has (3_3_3_Q_Q), but the 3 5 has (5_5_5_3_3) for a better full house.
The 3_5 can also split the pot in certain situations such as neither gets a full house and neither kicker plays, or they both get the same full house. I will give an example of each. Let's say the board is 3_3_7_A_K, this board is a split pot because both players 3_5, and 3_Q hold the same three of a kind, namely (3_3_3_A_K). If the board was something like 3_3_A_9_9, then this is also a split pot because both players have the same full house, namely (3_3_3_9_9).
So to answer your question, the person with the lower kicker would not necessarily lose the hand but he is certainly the underdog.. He is less likely to win the hand, unless he gets lucky on the turn or river. If, after the flop, the board is 2_3_3, and the person holding the 3_5 pushes all in, and the person holding the 3_Q calls. Then we say that the 3_5 is a big dog, and if he ends up winning the hand that he has "sucked out" on his opponent.

It sounds like you're speaking in regards to Texas Hold'em Based on the part where you mention five cards showing, so I am answering to a hold'em game. To answer your question, sometimes. The best five card hand wins the pot, so the other cards on the board are relevant. If you were holding [3c Ac] and I were holding [3s 5s] and the board read [3h 3d 2c 7d Ks] then you would win the pot with three of a kind 3's with an ace "kicker" or high card. My hand is three of a kind 3's with a king kicker.
Now suppose you hold [3c Jc] and I hold [3d 10d]. The board reads: [3h 3s As Kd 5h] Now this is a split pot because we both have three of a kind 3's with an ace kicker followed by a king.

Well, having the highest card other than the three of a kind is having the highest kicker. Usually, the person with the highest kicker wins. UNLESS, the other community cards are higher than either player has as a kicker, in which case they would have an equal hand and split the pot.

Yes the kicker plays. you must make your best 5 card hand out of the 7. so the kicker plays. If you have a-7 and the other player has k-7 and the flop 7-7-3-6-2 then your best 5 card hand would be 7-7-7-a-6 and the other player would have 7-7-7-k-6, so you would win.
