Scholarship for needy students in third world country. Where do I start?

I would like to start a scholarship fund in a third world country for students who have shown exceptional performance in school and dont have funds to move forward or are not as well off. Where should I start to secure resources? Thanks

I would start by choosing what level of education you are ready to fund. For instance, the tertiary level, college / universities. Then I would consider funding international students that need funding to lets say complete their education in a certain country. Lets say, the US. Then I would apply to certain schools to fund their international students. Well if you want more information, contact a school. I hoped I helped. This is just an idea
