Yes-eventually. When you tweeze hairs individually, you are also (most of the time) pulling out the follicle, the root.
It depends on the person. I've been tweezing my eyebrows for about 10 years-and while I don't have to do it nearly as often as when I started, I still have 3 or 4 strays that pop up every few weeks.
But some people react differently, and over tweezing for a long time can even lead to surrounding hairs falling out, so be careful.

Yes, Ive been tweezing my brows since I was 15, 23 now and most of it does not even grow back. So 8 years I guess. Long time!

I think it depends on the person. I've been tweezing my brows since I was 13 and they still grow back 41 years later. If you really want to get rid of body hair forever the only 2 ways I know of are laser and electrolysis. Neither one is painless both are expensive and both take more than one session to kill the hair folicle.

yes by experiance i know it will stop the growth and a little waxing will do it too It may take until your mid to late thirties mine did
