First, I'd suggest a book called "Covencraft" by Amber k
This is a wonderful book that explores all of the facets of covens, circles and study groups. Belonging to a coven/study group first will give you insight as to what you want and don't want in a coven. Many questions should be answered, including:
Will there be a limit to how many people there will be in the coven?
What tradition will the coven be, if any?
Will all members worship the same deities or deities from the same culture?
How much participation will be required, if any?
How will new members be decided on?
Where and when will members meet?
Will minors be accepted, and if so, will parental consent be required?
Will there be anyone in the coven that will be legally ordained?
Is this a teaching coven? If so, what will it teach?
How will the responsibilities of coven supplies be decided?
Will toddlers be allowed at the meetings, if so, how will you keep them occupied?
As I said, "Covencraft" is a very good book and I highly recommend it---even to those who like a solitary path. A study group is a good idea to try before starting a coven. That way you can find out what works well for you and what doesn't.

Make friends of like mind and experiment with a few simple rituals together to see if you're compatible. Make sure everyone has equal say and roughly the same experience level. Early on, define rules for conduct, participation, and removal of rule-breakers.
If you plan outdoor rituals, inform local law enforcement of what you are doing just in case your nosy neighbor calls the cops on your Beltane fire.

Start a study group or a reading group.
Look for people you connect with.
Take your time. You want to build strong bonds and trust before you really start sharing yourself.

With people you know, which is difficult if you don't know any one who shares your beliefs, but a good way is to check Myspace and do an advanced search, specifying religion.
