Are you referring to an aquarium you own?

To answer your question: Yes algae loves fertilizer and will bloom if fertilizer is added UNLESS there are plants, plants will always outcompete algae, there has to be a sufficient number of plants though. (not just 3-4 plants, it dosen't has to be loaded though) One effective way of getting rid of algae, which many aquarists use, is adding plants! I personally just added some plants to my tank, and bought some fertilizer which I add twice a week, some algae is also growing, but I hope to get more plants in the near future, they make the tank look nice, and plants clean the tank too (referring to the fact that they take nitrate from the water and use it to grow)!

Algae LOVES fertilizer. It's candy to them. They'll eat it up and multiply by the billions.

I dont think so, fertilizer has any effect on algae.
