Have him pick his 3 best buddies and go bowling and pizzia make a cake at home and bring it. Give him a book for his birthday sounds like he has enough video games.
Good Luck

Okay, well consider having a "planned party" (don't worry, I am not talking about getting a party planner) or at a place like Chuckee Cheese.
The thing you want to know about a planned party is that everything is planned before the guests arrive.
1) use pizza and pop or easily change that to sandwiches and orange juice
2) pick the games they are going to play and set it up like this:
ex.-4:00- game one........
5:00-dinner and cake............
5:15-movie....
3)pick two safe games and a movie( this is an example) so they can remain behaved.
4) plan everything by minute and stay strict at first to show kids you aren't kidding when you say no xbox
5)choose a theme for the party to make it more fun.
hope that helped....

Have you checked your local YMCA or Recreation Center. You can give him a party there for little to no money.Bake him a cake or buy one out of the store, and ask the bakery to add his name.Cook food at home and bring a small radio and cd's.I know you mentioned that he and his friends didn't care for party games, but maybe you could make the games a little more phisical and challenging.Example: Scavenger Hunt,Treasure Hunt,Simon Says,Hot Potatoe,Freeze,Charades, etc. You get the picture.Good luck!

You could take a couple of the kids to a hockey game if there is a minor league team in your area. It's pretty cheap to get a party pack (here in Philly) so maybe it is reasonable near you. You could also look into a game place that has tokens, pizza and cake all included.
