Yes, tire chains will spark on the road. Any moving metal object coming in contact with the road will cause sparks.

I live in New Mexico and the roads here will not cause sparks as long as you are using them properly. don't use them at higher speeds nor on dry roads.
the key work is PROPERLY. this is due to the chevy pickups that had the saddle bag type tank in the older pickup that were get hit by the sparks.

dont go over 55 ml , no sparks for driving on snow and ice only i use them in heavy snow

i work with cars...yes sometimes they do... they are dangerous when there is not snow and are tough to get off
