You are disrespecting the girl who doesn't believe in polygamy. Tell her now, and let her make up her own mind about what she wants to do. Anything else is just plain wrong.

First off, polygamy isn't your only solution.
Search the Internet for "nonmonogamy" and "polyamory" resources. There are many people in the world who are happily living with multiple partners. It's not easy and requires open and honest communication between all participants.
It's possible that one woman might be interested in being your primary partner while the other wants to have other relationships of her own.
Once you understand your options, the next step should be honesty with both women. Since you went into this situation without honesty, it is unlikely that the one who doesn't know what's going on will forgive you easily. But perhaps if she understands your commitment to the both of them, she can get past her feelings.

Move to an area where polygamy is legal. Should not be a problem, I am sure that both of them would be thrilled and all families will support this award winning life style. ( are you watching a little too much of that BIG LOVE series? can you support them both and all your future children?)

If the other doesn't believe in polygamy, you just have to choose. You can't force her to accept that you are with someone else and want to still be with her. It just might break her heart, but you have to come clean with her.
