With a relaxer... of some sort..
my hair is sorta curly but not this curly..

I know a guy that got his done like this. He said all the did was twist it. No special tools or such. Maybe some type of gel or what not to keep it twisted. I didn't ask him about that.

This type of hair is not just curly, this hair is kinky. If you don't have this type of hair this will be difficult for you to obtain that looks. You can try single twist on your hair and leave it.
