If you are talking on the phone and then the other person says "Okay, I'm not sure, I'll have to get back to you on that", is it a sign they are ready to end the call?

but it is a sign that part of the conversation is over
but not the whole call

Not particularly. My impression would be that whatever the question asked is what the person is not sure on. Really depends on the question asked. If you were asking the person out on a date and the person said that, I'd end the conversation myself if I was you.

That will depend on the personality of the person and what you are asking. But normally I would say yes, because it sounds liek the person needs time to ponder the question.

Not necessarily...just means they need more time to think about what you asked or commented on. Doesn't mean they're ready to hang up.

To me it sounds like maybe they are in a place or around someone that they can't talk about details, or what ever it is you were talking about, around.
