they are more less likely because they have their own space, in my opinion

Viruses are everywhere and on most surfaces and in any environment that brings numbers of people in close contact and is a closed environment (penitentiaries, the work place, restaurants, the classroom) increases the risk on infection. "Do the criminals in our penitentiaries catch the flu?" Of course inmates can catch the flu! Why would they be exempt? The COs and other staff don't live there and they could certainly bring it in from the outside.
The word is susceptible.

the flu is everywhere. especially prominent in large groups, poor ventilation, improper handwashing

eating out i think is a problem, work and the mall or large stores. when people sneeze or cough they spread the germs.
