Just be her friend at this point. No pressure at this young age.
Popular people or not, they are all people. Unless she needs to have her friends involve only status... rich kids, sexy kids, kids with the best toys, play the best football, etc... then she is shallow and why do you want to follow that around? Just be yourself. You are a good kid. Just tell her you think she is cool - ask her to your home for dinner. Ask her to a basketball game at school.... Girls at 14 like many people. She does not need to marry you yet. (lol) Her decision to like you or not may require her to try others to choose the best for her. Would you want her to try only one flavor of ice cream her whole life? She needs to try several flavors to determine her favorite flavor - and when she does she will order this flavor all the time.

You can try to ask her out. But if she likes someone else, she probably isn't interested in you. Give it a try. If it doesn't work well, then forget her and find a girl who is interested. I'd bet that she's more interested in that homework help than she is in you, especially if you don't hang out when you aren't doing homework.
How do you ask her out if you're scared? The same way you do when you're not scared. Ask her out on a date. That's the problem with being in high school -- it's hard to take people on dates like you would normally. You might also try asking her to be your girlfriend, but I would avoid that sudden movement if possible. But whatever you do, do it soon so you can forget about her if she doesn't like you. You're 14, it;s ok to be scared! Start small, try hanging out by doing something other than homework. Gauge how that experience goes to see if you can take it a little further.

try talking to her first and then asking her. If you are scared write her a note the night before and then the next day give the note to her when you are helping her with her homework.

Depends. One thing you really need to think about is if she really is your friend or not and if you really want to do it. Just be straight and to the point if you made your decision. Look her straight in the eye and ask her and keep your cool. Accept whatever she has to say. And if you dont want any romance then just ask if you could hang or chill what not

i know its prob gonna be hard at first... but become her friend. like a really good close friend someone she can rely on and talk to. And let her like someone else and maybe even date someone.... it will be hard... but when ever she needs someone, you will be who she turns to. and that will mean more than any relationship.

Ok,, its important to know that you like her for what "she seems",, at the moment.. Get to know her.... If you know her thru and thru,, and still like her, ask her.. But by then,, it wont be a big deal at all.
