Put it in a waterproof plastic bag and then put it in a small cooler filled with ice, make sure it can't leak and then send it on next day delivery or overnight shipping.

I would just put it in a priority mail box and have them write fragile on the box. it Will get there in 2-3 days. You can put the fish in a zip lock bag if you want, but i leave mine out so everyone can smell it.
