Ignore him unless he does or says something offensive and disgusting. You can't really control where someone looks but I know what you're getting at. I think if you confronted him, he might take it as you liking the fact that he's staring at you so, for now, just ignore him and he'll lose interest soon enough.

Ask him what hes looking at and then tell him that his staring makes you uncomfortable. If you dont like the polite way just say what the *** are you lookin at with an attitude and eventually he will get the point

If you want to do it in a discreet way.. stare at him in his eyes... send him the "evil eye" hehehe...
Once when I was drunk I looked at a guy who was staring and made sure he knew i was looking then i covered my eyes with my one hand and the peeked at him again through my fingers and covered my eyes again... hehee...
It was hilarious....
He never looked again...

well i would look him in the eye and say "EXCUSE ME BUT IS THERE A REASON WHY YOU ARE STARING AT ME" AND TELL HIM IT MAKES YOU VERY UNCOMFORTABLE .and if he dont stop after that go to the police
