Woodpeckers have got to be the dumbest bird still alive! Had one get on a porch, tried opening a door so it could fly out and it just flying into the screens(Dark Screens).
Bird got so wore out I finally picked it up and carried it out!
What should you expect from a critter that bangs it's fool head into trees all day?
They are definitely protected, endangered(Really-Duh, wonder why?) and are not worth the fine!

First Check your provincial or state regulations on woodpeckers some provinces may allow it but the best thing is to check. I know here they don't.
Hope that helps

Some species are protected. Why would you want to hunt them? You cannot eat them. They help keep trees healthy by eating harmful insects that cause trees to decay. Why not hunt them with binoculars and a camera? That would be much more challenging and rewarding.

I don't know what state you are in but almost all states have it illegal to kill those pests. But If if is causing problems on your property the fish and game says shoot, shovel, and shut up.
