He is trying to cover it up. Some dogs feel very territorial about their "mess" and thus, kick up the dirt to cover it up. It can be a nuisance behavior, such as marking, as well as a natural instinct, such as what a cat does. Obviously, not all dogs do this, and those who do it are not all males. Some females, those who are confused, also will lift their leg, mark their place, and even cover it up.

He's marking territory. The only sweat glands dogs have is between their toes. They rub their feet on the ground to lay down scent markers.

It is in their blood.
I'm pretty sure that they just do it naturally. Mostly pups do it and some grow out of it. Some dogs always do it. It is in their wild side. The wild dog in them.
And for territorial purposes as well.
Kind of how cats do it too. How they kick up kitty liter [or dirt if it goes outside.]

My dog Does it Too. Its Moreless to mark there spot so another dog will not use it and all too cover up the Poo they made

HEHEHE...mine actually does this. I think for some reason they are trying to bury it. I am just guessing on it though. It's funny cuz my other dog has never done this at all.
