If bleach doesn't work at first try dampening the counter with cool water, generously sprinkle table salt on the stain, rub it in with your finger, then carefully pour boiling hot water from your tea kettle on the stain. Be careful not to splash yourself.
After the water cools go back after the stain with comet or soapy bleach water.
This is a remedy for red wind on fabrics.
It depends on what the dye is made from to determine what will break it down.

It depends on what type of counter top it is... I never been successful in removing all of the hair color but if you scrub with comet or let bleach sit on it long enough it will lighten it.

depends on what kind of countertop... solid surfaces should not stain but a semi-porous surface will absorb part of the stain.
try the bleach, with gloves on of course
it may lighten, but possibly will not be completely gone
I'm a big fan or Mr. Clean Magic Eraser and Clorox Bleach pens. It's worth a shot...

Dilute bleach in a spray bottle. Squirt, wait a couple minutes, then scrub.

I've had this problem before.
I just put some nail polish remover on a cotton ball and wiped it right off.
