And do you need to do anything special to do pattern work with 2000ft agl ceilings at a class D airport? (United States regulations)

The METARs and TAFs are in AGL.

And you can do pattern work, but consider that the traffic patern altitude is 1,000 AGL, and you have to meet the cloud clearence for the airspace you are in. For class D is 500 ft below 1,000 ft above and 2,000 ft horizontal.

AGL and no special requirements for the specified operation. You could legally do pattern work down to 1000ft ceiling & 3 mi visibility. Or even lower minimums with a special VFR clearance.

Legally...............not necessarily safely!
