Don't need a template. All you need is Word, Draw, Wordart, graphics, some knowledge of these, and imagination.
I have created a menu for the hospital's coffee shop using Word. It is 8.5 x 11, two sided. You can format the page into two columns, with or without a line between, or a table. Initially, it took a lot of time. After that, regular revisions are a piece of cake.

Creating menu in Word is not good idea. Thare are a lot of cases. For example how do you format all prices? Item by item? Where to find good background? And etc.
There are special software and SaaS services for creating restaurant menu.

www.softcafe.com
and etc. Use search engines.

Try Microsoft Publisher. If you don't have that, try Word. Still, if you don't have that, get OpenOffice (www.openoffice.org)
