With waxing, it will grow back. The only permanent solution is laser removal, which is rather costly for most people.
Hair will not necessarily grow thicker. You just have to make sure that you wax just like the instructions say, and press firmly before pulling back, to make sure that each hair is completely extracted, because sometimes it just breaks off very close to the skin(which would have basically the same result as shaving), but it usualy happens with thin, weak hairs only. When that happens, the hair wont be visible so you wont notice at first, but it will grow back a bit thicker.
Bottom line is, don't wax unless you absolutely have to. If the hair is fine/medium and not that long, bleach it instead (use only special bleach for facial hair). In fact, i would recommend trying bleaching it first, and if you dont like it like that, you can always wax it afterwards.
Hope i helped! :)

with waxing it doesnt grow thicker. Hair do come back, because waxing isnt a permanent hair removal method. Shaving causes thicker hair, waxing regrows them in natural form.I am sure there must be some permanent hair removal system

no matter what you do unwanted hair will always return. For some people it may grow thicker. in that case you may have to wax more often. If the hair is no long then dont even wax!!!

You will need laser hair removal to be permanent which will cost $300-$500 for 5-6 treatments on your upper lip.
