Border Collies
The intelligence of Border Collies from the website
http://www.k9web.com/dog-faqs/breeds/bordercollies.html
"Defining "most intelligent" is a highly subjective thing, and depends on what traits (such as trainability, reasoning ability, independent thinking, fitness for a particular task, etc.) you consider to be signs of intelligence. Still, by most standards Border Collies are very intelligent dogs. They are highly trainable and have good reasoning abilities. It's not unusual for them to learn a new command in just a few minutes with only a few repetitions. But their intelligence can also be a problem: many times they quickly learn things that the owner didn't intend for them to learn, and would prefer they didn't know! Their intelligence is one of the reasons that they tend to get bored (and into trouble) easily. But then, it's also one of the reasons they can excel in obedience training and competition. However, Border Collies do not train themselves. All dogs need owners who are willing to commit the time to obedience training if the dogs are to become good companions, and the Border Collie is by no means an exception."
Border Collie still ranked as #1 most intelligent dog:

For comparison, here a list of the lesser intelligent dogs
from the website http://linkdonkey.blogspot.com/2006/12/10-most-intelligent-least-intelligent.html
These dogs required more than 80 repetitions to understand a new command. Obey first commands less than 25 % of the time.
With the least intelligent breed at number 10:
1) Shih tzu
2) Basset hound
3) Mastiff
4) Pekingese
5) Bloodhound
6) Borzoi
7) Chow chow
8) Bulldog
9) Basenji
10) Afghan hound

Border Collies, German Shepherds, Golden Retrievers...there are many, most of the well known ones are breeds developed and bred to take direction from humans. Breeds developed and bred to think for themselves (such as sighthounds) get a bad rap, but they're quite intelligent. It also depends on what you mean by intelligence, there's said to be three kinds: Adaptive, Instinctive and Working/Obedience Intelligence.

border collies have been proven time and time again that they are the most intelligent. I think all herding dogs are very smart, ie. Australian Shepherds, all Collies, Heelers. Out of all the dogs I've been around this is what I have observed.

there are so things that go on with some dog that were naver taught to them. like my chihuahua being a seizure alert dog. why she is that way we do not know. plus she pick up things off the floor so l won't slip on them and when l go to the store she will get her treaat and carry it in to the house and she was never taught this. so breed has nothing to do with the smartness of a dog it just happens to a dog in all breeds

I have done some research on this myself. I have found that blood hounds, german sheppards and jack russels are smart but believe it or not chihuahuas have the biggest brain for the skull size as any other breed. True story look it up in wikipedia
