There's a difference between foolishness and hope. Fools fall for the wrong people and end up hurt. The hopeful take their time, choose someone they think will make them better than they would be alone and take the plunge.

They are foolish and don't make the best decisions. And I wouldn't say they "fall in love" I would just say they fal into another person and stick themselves to that person. Its al foolishness.
