Stand near the truck, and hold down both the lock and unlock buttons. Typically, the horn will beep or the lights will flash, signaling it works.

Here are the factory instructions for a 1999 Suburban. If you look at the data link connector, the top row is what you will be dealing with. The top row is from left to right 1,2,3,4,5,6,7,8
1. Locate the Data Link Port. It is located under dash drivers side. Be sure you know which pins are 8 and 4.
(Notice port is wider on top row)
2. Make sure there are metal contact pins in terminals 8 and 4. Connect 8 to 4 with a suitable jumper wire (leave the jumper wire connected throughout the programming procedure). Make sure you know which terminals are 8 and 4. The vehicle will respond by locking and unlocking the doors to signify entering of programming mode.
3. Press and hold both the LOCK and UNLOCK buttons together on the first transmitter to be programmed. After about 15 seconds, the vehicle will respond by locking and unlocking the doors. Release the buttons on the transmitter.
4. Within one minute, repeat the previous step on the remaining transmitters to be programmed.
5. Remove jumper wire applied to the OBDII Port.

Programming your key fob transmitters:
This is the procedure to program the key fob door lock and panic button transmitters on your 1999+ Silverado & Sierra pickups. It should be the same for your Suburban.
Note: You must program all of your key fob transmitters. Re-programming one will disable the others unless you do this to each.
What to do:
1. Close all doors on the vehicle
2. Insert the ignition key
3. Press and hold the door unlock switch. While holding the switch, cycle the ignition key ON, OFF, ON & OFF
4. Release the door unlock switch. The doors will lock and unlock to confirm the program mode
5. On the first key fob, press and hold the LOCK and UNLOCK buttons at the same time. Hold them for 15 seconds until the doors lock and unlock to confirm the programming of the transmitter
6. Repeat step 5 for each of your transmitters (up to four)
7. Turn the ignition to the RUN position to exit the programming mode
8. Operate each key fob to ensure they were programmed successfully

Easy. Open up the key fob like you were going to change the battery. The instructions are moulded right into the casing. Usually you have to hold down a combination of buttons until you get a reaction from the vehicle. Horn honks, lights flash, locks trip etc.
