EITHER NEED TO BE REPLACED OR REBUFFERED WITH SANDER.
IN END, ITS CHEAPER TO REPLACE. UNFORTUNATE BUT VERY COMMON WITH DOGDES OF THAT ERA

Do you have any scratch remover? Since the headlight covers are made of a stronger substance than plastic, the scratches should wear off easily.

I have heard of using toothpast as a rubbing compound it is slightly abrasive but not like scouring powder. It may be worth a try and if it doesn't work you haven't lost mush.

THERE IS A COUPLE NEW PRODUCTS OUT FOR THAT,GO TO YOUR LOCAL AUTOPARTS STORE AND ASK THE GUY BEHIND THE COUNTER.I PAID 20 BUCKS AND IT WORKED GREAT BUT CANT REMEMBER THE NAME.HEADLIGHTS AND TAIL LIGHTS ARE BRIGHT AND CLEAR NOW.

Go get some buffing compound from your local auto store and put some elbow grease into them, they will be shining then, and water resistant like rain-X..... :)

NAPA sells a kit that works really well. I haven't used it but my dad did and was very pleased.
