1. Bondi is very expensive, one of the most expensive in Sydney. Close to City, next to beach = expensive. Think A$250 a week for a small one-room apartment.

2. The water is clean and warm in summer, surf is pretty good when conditions are right, and there are a couple of surf schools aimed at the tourist market there.

Please excuse us while we get another few giggles outta this question. It's like asking for a cheap Waikiki Penthouse or a 25cent gallon of gasoline! The Easter Bunny or Santa Claus might be able to help!
We live in a place called Port Macquarie, New South Wales, a pleasant coastal town of about 40-60,000, midway [350-400km]between Surfer's Paradise [in Queensland] & Sydney, NSW.. It's expensive here but relatively cheap compared to Bondi! Our trip to LasVegas in 2004 was a prize in a contest but our trip in Feb 2007 is at our own expense. We were extremely fortunate to find Vacation Rentals By Owner [VRBO] right here at Yahoo!Answers a few months ago. Instead of a $4,000 hotel, we're locked-in at a kitchenette studio overlooking a golfcourse & pool for the entire month of February for only $1k! Hence, we're hopeful that the URL below will help you to achieve a splendid deal. By the way, after living in Honolulu for 23 yrs & now, even with a popular surf beach out the window, we're still not anxious to learn to surf. Derz SHARKS out der! An if ya think about why that water is so salty, you might wanna reconsider. We love to have a beachfront view & enjoy the great climate but we wouldn't wanna necesarily get IN da water til it just gets too hot. Hasn't been that hot yet. Maybe two or three times in six years were we IN the water!

I've given you two sites that I use all the time for booking hotels. Bondi isn't far from the city, heaps of buses go there so it's not hard to get a hotel nearby (the postcode for Bondi Beach is 2026 if you needed that)
I've also given you whereis so you can see on a map how far away what ever hotel you choose is from Bondi (this site covers all of Australia.

Bondi has heaps of companies right on the beach that will show you how to surf.

You might also like to try TakeABreak.com.au as they offer a better range of self contained accommodation than sites like Wotif/last minute etc which mainly list hotels
