I could be flea dirt. A lot of time that will look like black dandruff. Have you checked them for fleas? Even if they are on flea meds they can still get flea dirt of them when they go outside.

If your cat has dark skin, it may be flaking due to the cold. Get some pet-friendly lubricant for its skin. :D
