A single word answer to your question is effective COMMUNICATION.
With a large number of people you can't just have a meeting with everyone every morning to get the word out. This applies in Business as well as the Military.
If you are a mailboy you just do not need to be involved with acquistions and the higher ups don't really care who is at what maildrop as long as everyone gets their mail.
It also allows people with the knowledge and experience to make independant decisions based upon the Orders of the Day so the "Heavies" can do what they do best without the distractions.
It may be hard but a Captain just does not care if you got a "Dear John" letter. It is the NCO's job to deal with this and maintain your effectiveness at the same time. If it is above them they kick it up a notch with a summary.
I work for a company in upper management and report directly to the president. The president also has an open door policy that makes it NUTS. A trainee can go directly to the boss and ask for a day off skipping a couple supervisors in the process. The pres. grants it and then forgets to tell his line staff because he gets distracted. The supervisors have allocated resourses and find out that they are missing one before they can compensate and everyone else has to carry the guys weight.
To accomplish a task (business or military) everyone has to march to the same drummer. Without effective communication it is just a bunch of people wandering around in a circle with no direction or defined goal.

Efficiency saves lives. The Red Armies of Russia and China initially tried it otherwise and found they had to change to be functional. The US Cavalry in the old days were not nearly as good man for man as their Indian opponents, who have been called the greatest light cavalry the world has ever seen, but the latter suffered from a lack of a strong command-and-control system. You'll notice that the C3I system is the primary target when we fight a modern conventional war.

Go back to history as a reference. The Romans, Greeks, Mongols, British etc all conquered half the globe for one reason: army discipline.
Combat is inherently a stressful situation. Chain of command ensures that discipline is maintained at all times to prevent retreat, avoid undermining behaviors to morale like insubordination, and ensure that all members fight as an organized unit.

Because different levels of organization requires different levels of competency. For example, a company commander may only need the competancy of a Captain, whereas a batallion of troops need the skills of a Colonel.

So that you will get fed up with the BS and hassle of using the chain of command and decide not to pursue your issue anymore. It also allows the higher ups to avoid dealing with important issues so that way nothing ever gets better.

we use chain of command to spread information to a large amount of people that way we don't have just one person doing all the work, I know this be because im in the ARMY JROTC program down here in michigan and we learn that stuff and we have to memorize all their names....I hoe my answer works out
